Sevilla
Sevilla has the highest Excellent Consistent Quality with 82.4% and the fastest median download speed at 18.1 Mbps.
Movistar ranked first with 85.7% Excellent Consistent Quality and the highest Core Consistent Quality percentage of 98.5%. Orange follows close behind with 83.5% Excellent Consistent Quality, Yoigo on 81.4% and Vodafone falling to fourth spot with 80.8%.
In regards to median download speeds, Movistar ranks first with the fastest median download speed with 28.3 Mbps. Despite having the lowest Excellent Consistent Quality in Sevilla, Vodafone has the second fastest download speed with 18.6 Mbps. Orange and Yoigo trail behind with 17.2 Mbps and 16.0 Mbps, respectively.
Valencia
Valencia is the second city in Tutela’s ranking with an Excellent Consistent Quality percentage of 80.9%. It also has the second fastest download speed at 17.3 Mbps, and is one out of two Spanish cities to have Yoigo as its number one ranked mobile provider, followed by Madrid.
Yoigo only narrowly comes in first with the highest Excellent Consistent Quality percentage at 83.1% but did not have the highest Core Consistent Quality, only showing 97.7%. Movistar follows closely behind with 83.0% Excellent Consistent Quality and has the highest Core Consistent Quality with 98.2%. Orange is in third with 82.9% Excellent Consistent Quality, and Vodafone is fourth with 77.6%.
In regards to download speeds, Movistar ranks first with 23.3 Mbps. With a 4.5 gap, Orange falls in second with 18.8 Mbps, Vodafone in third with 15.8 Mbps, and Yoigo with 15.5 Mbps.
Madrid
Madrid has the third highest Excellent Consistent Quality for Spain and fourth highest overall with 78.4% and has the third fastest median download speed with 17.8 Mbps. It is also the second only city to have Yoigo as its top provider based on Consistent Quality.
Yoigo ranks first with 81.1% Excellent Consistent Quality and a Core Consistent Quality of 97.4%.
Movistar is not far behind with 80.7% Excellent Consistent Quality, Orange in third with 79.4%, and Vodafone rounding out the top four with a 7.2% difference between first and fourth with 73.9% Excellent Consistent Quality.
In regards to median download speeds, Orange manages to take out top spot with 20.5 Mbps followed closely by Movistar at 20.0 Mbps. Yoigo falls into third place despite its top ranking in Consistent Quality with 16.0 Mbps, and Vodafone again finds itself in fourth with 14.5 Mbps.
Bilbao
Bilbao is ranked fifth overall for the highest Excellent Consistent Quality at 78.0% and is fourth ranked in regards to Spain cities. It also has an overall median download speed of 15.4 Mbps and Movistar is ranked as number one mobile provider for this city.
Movistar comes in first with the highest Excellent Consistent Quality percentage of 83.7% and the highest Core Consistent Quality of 98.2%. With a 4.3% difference, Yoigo comes in second with 79.4% Excellent Consistent Quality and has the third highest Core Consistent Quality percentage at 96.9%. Vodafone comes in third with 77.7% Excellent Consistent Quality and has the second highest Core Consistent Quality percentage at 97.7%. Orange for the first time comes in fourth place with 75.9% Excellent Consistent Quality and 96.0% Core Consistent Quality.
In regards to download speeds, Movistar comes in first place with 21.8 Mbps; and despite the 3.8 difference, Vodafone manages to move up to second spot with 18.0 Mbps. Yoigo comes in third with 14.6 Mbps, and Orange rounds out the top four with 13.6 Mbps.
Barcelona
Barcelona has the 7th highest overall Excellent Consistent Quality at 77.4% and in Spain ranks in 5th place. Barcelona also has a median download speed of 15.8 Mbps and has Movistar as its number one mobile provider.
Movistar has 79.7% Excellent Consistent Quality percentage and 97.3% Core Consistent Quality. Yoigo follows close behind with 77.6% Excellent Consistent Quality, Orange with 76.5% Excellent Consistent Quality, and Vodafone falls to fourth place with 76.5% Excellent Consistent Quality.
In regards to median download speeds, Movistar has the fastest download speeds at 17.9 Mbps, Orange with 16.8 Mbps, Yoigo with 14.6 Mbps, and Vodafone with 13.8 Mbps.
Portugal
Lisboa
The Portugese city of Lisboa ranks third overall with 78.5% Excellent Consistent Quality and is ranked first for Portugal. Vodafone is number one for this city. Lisboa has one of the lowest download speeds at 12.6 Mbps.
Vodafone came in first place with an Excellent Consistent Quality percentage of 85.6% and Core Consistent Quality percentage of 98.2%. MEO follows in second place with 76.9% Excellent Consistent Quality and NOS third with 74.4%.
For median download speeds, Vodafone has a strong advantage with 17.7 Mbps, NOS taking out second place with 11.9 Mbps and MEO with 10.9 Mbps.
Porto
Porto has an overall Excellent Consistent Quality percentage of 77.4%, placing it sixth overall and second highest score for Portugal. Porto had one of the slowest download speeds with 13.7 Mbps and has Vodafone as its top provider.
Vodafone came in first with an Excellent Consistent Quality percentage of 80.0% and a Core Consistent Quality percentage of 96.2%. MEO came in second with 76.0% Excellent Consistent Quality and the highest Core Consistent Quality percentage with 96.8%. NOS rounds out the third spot with 74.8% Excellent Consistent Quality and 95.2% Core Consistent Quality.
For download speeds, Vodafone has the fastest with 17.8 Mbps. MEO falls in second with 11.1 Mbps, and NOS close behind with 11.0 Mbps
Faro
Faro comes in eighth place overall and is the third Portugese city with the highest Excellent Consistent Quality percentage with 77.2%. It also has a download speed of 12.2 Mbps and Vodafone is its top provider.
Vodafone comes in first with an Excellent Consistent Quality percentage of 86.3% and an overall Core Consistent Quality percentage of 98.6%. NOS, with a 13.6 difference between Vodafone, comes in second with 72.7% Excellent Consistent Quality percentage and a Core Consistent Quality percentage of 94.6%. MEO comes in third with 72.1% Excellent Consistent Quality.
For download speeds, Vodafone has a large margin over NOS and MEO with 20.0 Mbps. NOS comes in second with 11.4 Mbps, followed closely by 9.6 Mbps.
Coimbra
In ninth place, Coimbra has an Excellent Consistent Quality percentage of 77.1% and is the fourth placed Portugese city in our testing. It has one of the lowest download speeds at 12.5 Mbps and Vodafone takes out top spot.
Vodafone came in first for Excellent Consistent Quality with a strong lead against NOS and MEO with 81.7%. NOS has an Excellent Consistent Quality percentage of 75.3% and MEO comes in last with 69.1%.
For download speeds, again there is a large margin with Vodafone showing a median download speed of 15.8 Mbps, NOS with 10.2 Mbps and MEO with 9.1 Mbps.
Braga
And in tenth place overall, Braga rounds out the rankings with 75.8% Excellent Consistent Quality, 12.3 Mbps of median download speeds, and Vodafone as top provider.
Vodafone came in first with 80.8% Excellent Consistent Quality and a Core Consistent Quality percentage of 96.5%. MEO is in second with 76.7% and a Core Consistent Quality percentage of 96.4%. NOS is in third with 70.5% Excellent and 93.8% Core.
In regards to median download speeds, Vodafone has a healthy margin over MEO and NOS with 17.9 Mbps, MEO at 11.5 Mbps and NOS at 9.8 Mbps.

Tutela collects data and runs network tests via software embedded in a diverse range of over 3,000 consumer applications, which enable the measurement of real-world quality of experience for mobile users, 24/7. For this report, we gathered 21 million speed tests and 329 million latency measurements between March 1st and August 31st 2019.
Tutela measures network quality based on the real-world performance of actual network subscribers, inclusive of occasions when a network or tariff may be throttled or congested. Results in this report are based on a testing configuration designed to represent the typical (rather than maximum) performance that users experience. We use a 2 MB file to perform our download testing and a 1 MB file to perform our upload testing. Latency performance in this report reflects one-way UDP latency. Tests are conducted against the same content delivery networks that power many of the world’s most popular consumer applications, and as such reflect the end-to-end performance of the network.
