Personal’s mobile network provides its users with the best mobile experience in Argentina with 77.5% of tests when a user had signal being good enough for use cases like HD video streaming and multiplayer gaming using Tutela’s Excellent Consistent Quality thresholds. Meanwhile, 95.8% of tests on Personal met the Core Consistent Quality standards that represent social media usage and VOIP calls, according to a new report from global independent mobile data company, Tutela.
Across the board, all three networks offered a consistent baseline of mobile network experience, with over 90% of tests when a user had signal on any of the three main networks meeting the Core Consistent Quality thresholds – that is, suitable for day to day usage like social media, standard definition video streaming or making VOIP calls over apps such as Skype or Whatsapp.
The report used more than 3.5 billion records, collected from over 630 thousand iOS and Android devices across Argentina. Other key findings from the report include the following:
- In addition to its first-place finish for both Excellent and Core Consistent Quality, Personal also topped the ranking table for both median download and upload throughput at 10.3 Mbps and 5.0 Mbps respectively
- Movistar had the lowest median latency (29.7ms) across its combined 3G and 4G mobile networks, which is particularly useful for apps like video calling where delays can have a big impact. Movistar also had the most diverse spectrum breakdown, with less reliance on the 1700 MHz and 700 MHz spectrum compared to the other operators
- Time spent on 4G varied significantly by operator: users on Claro spent the least time on a 4G connection (68.6%), while on Personal, 79.5% of the time a user had a signal, they were using a 4G connection
- Despite Claro’s reliance on 3G, its Excellent Consistent Quality was extremely close to second-place Movistar (at 65.4% compared to 66.5%), and the network placed second for median upload speed at 4.6 Mbps.

The progress that operators have made towards the regulator’s goals of 93% 4G connectivity by the end of 2019 has been impressive, and it will be exciting to see how each operator makes use of the next round of spectrum auctions and the growth in 5G to support and broaden their mobile connectivity and user experience for consumers.”
