Across the 10 largest cities in Argentina, Personal has the best mobile experience in nine of them, and provided the fastest network in eight. Cities where Personal had both the highest mobile experience, as measured by Tutela’s Excellent Consistent Quality thresholds, and highest median download throughput, included Buenos Aires, Cordoba and Rosario.
Meanwhile, on a city level, Vicente Lopez was top for mobile network experience with an Excellent Consistent Quality percentage of 79.0% and had one the fastest median download speeds at 11.0 Mbps, tied with Buenos Aires and La Plata. A high Excellent Consistent Quality suggests that, regardless of operator, most users in the city are able to use their phones for high-demanding use cases the majority of the time when they have a signal.
Other key findings:
- Claro beat Personal to rank as the top provider in La Plata, with an Excellent Consistent Quality of 77.8%. Here, Claro was also the fastest network, joint with Movistar.
- Although not winning outright for Excellent Consistent Quality in any of the 10 cities tested, Movistar ranked second in seven cities for Excellent Consistent Quality, and also provided the highest median download throughput in Vincente Lopez alongside Personal, and in La Plata alongside Claro.
- Rosario, the third-largest city in Argentina, came in last with an Excellent Consistent Quality percentage of 67.7% but has the fifth-fastest download speed at 8.8 Mbps.

In densely populated cities like Buenos Aires, ensuring an Excellent Consistent Quality above 70% - that is, having users able to do activities like HD video streaming, group HD video calling or real-time mobile gaming 70% of the time they have a signal on their mobile device - speaks to the quality and consistency of all operators, particularly in Argentina’s capital.“
